Draft for attorney review — do not publish
This document was prepared as a starting point for West Coast Plumbing’s counsel. It is not legal advice and has not been reviewed by a California attorney. It must not be published or presented to any customer until a licensed California attorney has reviewed and approved it. Items marked [CONFIRM] require a decision or verification before this goes live.

WCHS Operations LLC dba West Coast Plumbing · California Contractors License #1115191 · Draft dated September 3, 2026
These Terms and Conditions govern plumbing services provided by WCHS Operations LLC, doing business as West Coast Plumbing, California Contractors License #1115191 (“West Coast Plumbing,” “we,” “us”), to you (“Customer”). By scheduling or accepting service, you agree to these terms.
These terms are general. Your signed proposal, estimate, or contract for a specific job governs that job. Where the two conflict, the signed job document controls.
Estimates are based on the conditions visible and known at the time of inspection. Concealed conditions — corrosion, prior unpermitted work, root intrusion, structural obstructions, or code deficiencies discovered once work begins — may change the scope and the price. We will inform you before performing additional work and will not proceed beyond the approved scope without your authorization.
[CONFIRM] State whether estimates are firm-price or time-and-materials, how long an estimate remains valid, and whether a diagnostic or trip fee applies and is credited toward the work.
Any change to the scope, materials, or price will be documented in writing and signed by both parties before the changed work begins, as required by California law for home improvement contracts.
West Coast Plumbing obtains and pays for the building permits required for the work we perform, and arranges the required inspections, unless the signed job contract expressly states otherwise. Permit fees are itemized in your contract. The Customer is responsible for providing access for inspection and for disclosing any known prior unpermitted work on the property.
Note for counsel: the superseded document placed permit responsibility on the customer. That has been reversed here to reflect the contractor’s obligation. Please confirm the wording against current CSLB guidance and Business and Professions Code requirements.
[CONFIRM] Set out the deposit amount and confirm it complies with the California statutory limit for home improvement contracts, the progress payment schedule, accepted payment methods, when final payment is due, and any late charge — confirming the late charge is permissible and correctly disclosed.
[CONFIRM] California home improvement contracts carry a statutory right for the buyer to cancel within a defined period after signing, and a longer period applies to certain customers, including senior citizens, and to contracts arising from a declared disaster. The statutory Notice of Cancellation must be attached to the contract in the required form and type size. Counsel to supply the exact required notice text, the applicable periods, and the delivery requirements.
[CONFIRM] California requires a mechanics lien warning in the prescribed statutory language to be included with home improvement contracts, informing the property owner that contractors, subcontractors, and material suppliers may place a lien on the property if they are not paid. Counsel to supply the current required text verbatim.
[CONFIRM] California requires home improvement contracts to include a notice regarding the Contractors State License Board — its regulatory role, how to file a complaint, the applicable time limits, and the Board’s mailing address, telephone number, and website. Counsel to supply the current required text verbatim.
[CONFIRM] State the labor warranty period, what it covers and excludes, and how a warranty claim is made. Manufacturer warranties on fixtures and equipment are provided by the manufacturer and passed through to the Customer; confirm the disclaimer language.
Warranty coverage does not extend to damage caused by misuse, neglect, freezing, ground movement, work performed by others, or products supplied by the Customer.
[CONFIRM] The superseded document contained a specific exclusion for GE-manufactured water heaters. Confirm whether that exclusion is still current and, if so, restate it accurately.
The Customer agrees to provide safe and reasonable access to the work area, to secure pets, and to remove or protect personal property in and around the work area. The Customer will disclose known locations of private underground utilities, septic components, irrigation, and low-voltage lines that are not marked by the public utility locating service.
Excavation, drain, and sewer work can disturb landscaping, hardscape, and driveways. Restoration is limited to what is expressly stated in the signed contract.
[CONFIRM] Counsel to draft, and to confirm enforceability under California law. Note that a limitation of liability cannot waive liability for gross negligence, willful misconduct, or personal injury, and that any cap should be reviewed against the company’s insurance coverage.
West Coast Plumbing carries General Liability insurance and workers’ compensation coverage as required by California law for licensed contractors. A certificate of insurance is available on request.
[CONFIRM] Verify the coverage types and that any statement made here matches the policies actually in force. Do not describe the company as “bonded” in customer-facing materials unless counsel confirms the specific bond, its amount, and how it may be described.
[CONFIRM] Choose the mechanism — informal resolution first, then mediation, arbitration, or court — and confirm any arbitration or class-action waiver provision is enforceable in a California consumer contract and correctly disclosed. These terms are governed by the laws of the State of California, with venue in Sonoma County.
We may update these Terms and Conditions. The version in effect on the date you sign your job contract governs that job.

Notes for counsel — what changed and why: A bond claim filed in September 2026 cited the previous Terms and Conditions document, which has been taken offline. It named “West Coast Plumbing LLC” (not matching the CSLB record), carried no license number, made the customer responsible for permits, and contained no right-to-cancel notice, mechanics lien warning, or CSLB notice. This draft corrects those points and should replace the PDF as a versioned web page.
